Help! Power Steering issue on 2003 SE 2.0 !

Hi. The black bolt plug from the hose that goes into my power steering pump on top of the pump is loose. My pump has full power steering fluid reservoir but is noisy as hell when trying to turn. It's supposed to be tight and not loose correct? Bad seal?
