2004 Ford Ranger Edge

I have a 2004 Ford Ranger Edge 3.0. I have a 11.7 volt current draw at Battery. If I remove fuses 1,3,5, and 21 I lose the short. If I re-insert any 1 of the 4 the short comes back. I have pulled all fuses 1 at a time but don’t loose the short.
